Code Violation on a property

I just received a letter from Eden county that one of my houses has a code violations and I am to appear for a hearing before the House Inspector.  They say that the property is infested with roaches and rats and unhabitable as a result.

1. Do I have to appear before the court or can I send a proxy on my behalf?

2. Does anyone have an experience with code violation hearing and what  should I do to prepare. My hearing is on August 9th.
