Buying a property with a section 8 tenant

Long time lurker first time poster here...finally narrowed down my search for a property and am close to putting in a offer.  It's a 2 house property in western ocean county.  I'd be living in one and the other would be rented.  It is currently being rented section 8 to a family.  Having met them and knowing the neighbors who said they see fine It doesn't seem like too much of an issue for me.  

However the current owner does not want to provide me with a copy of the current lease which I found strange.  I would like to be able to do a backround check on them.  That leads me to the question of what happens to a section 8 tenant contract when the landlord sells to someone else?  Am I bound to it or is a new one drawn up?
