The MN housing authority used to put on classes for this, maybe try contacting them? Think I went to a class to discuss the changes to the program 5-6 years ago....

I believe Mpls may also have staff dedicated to section 8 advocacy.  Think they had a table at the MN Multi-housing convention last fall.
