Question about Pets and Aid

Um. Hello! My name is Michayla and I apologize if this is the wrong place to ask. But I need help. 

Back in August of last year my grandma died and I, my mom, and dog/emotional support animal of 8 years were forced to move to Maryland with my Aunt....she promised me I would be able to keep my Amber and it would be a few weeks she would have to stay with her work friends. But even though we are on the lease, she won't allow her in because her father who is also on the lease said no. So me and my mom are scrambling to find a place but things keep falling through. So my question is, even though her father and her say no, the apartment complex I am in says there is a way to get her in another way, i would need the vet to give her a test and my therapist to sign and stuff. 

If I do that, my aunt would get no say in if she can't stay correct? Or would she still have power? She wouldn't kill my dog or do anything to harm her I believe, she's not that cruel. But my main concern is a lethal battle. Me and my mom are trapped and are trying to get housing aid but the lines are closed...

If anyone can give advice or aid suggestions as well that would be great!
