ADU in MD county recently?

Hello BP family.

I was reading this Urban Institute Report(below) on ADUs which shows that MD county approved 177 ADUs between 2013 and 2018 which represents (0.12% of housing units). That number sounds low. I know the rules were stricter before the recent changes(i think 2019). That could explain the low uptake but I was wondering if anyone can share the practical challenges  or their experiences when converting basements into ADUs in MD county.
