Investors in Hagerstown, Frederick, Ocean City Buy/Rent Opinions?

I currently have STR in Berkeley Springs, WV and looking for new properties to rent out.

I'm looking to buy a property from $50k to $200 and rent them out. I'm looking more to buy and rent them out. Equity appreciation would be great but not necessary. Looking more for passive income.  I know city has each has their pros and cons.

With Hagerstown being low cost to properties but the pool of good tenants are lower. This would a long term rental and could be time-consuming trying to manage it

Frederick seems to have a higher property price but the pool of tenants is better. This would a long term rental and least amount of time-consuming trying to manage it

Ocean City has the highest property price but also the highest rental during the 13 week season. Ocean City would be more of STR and would a higher amount of managing it.

If there is another city that I should look at, please let me know. I looked at Baltimore as well.
