Prince George's County Maryland Submetering Rubs?

Does anyone know if Prince George's County Maryland allow for utility submetering/rubs via splitting bills and sending a portion to the tenants. Montgomery County had a system and calculation in place to allow this. 

If not, has anyone successfully installed a submetering system for water or gas in PG County? If so, what did that look like?
