Is Manchester a buy and hold location?

Have a 2 unit under contract, it needs a lot of work very old house. Log beams built in 1860?? Here's the thing property has 3 adjoining lots that come with it. Two are public water and sewer the other two you would need to pay to run it from down the street. The actual house and the lot next door is commercial option also as it sits on Main Street (route 30) in Manchester. The other two have access in the back alley road which has several new builds and modern homes around. I don't have a lot of experience in Manchester, any feedback on lots or how to determine value? Going to speak to someone in city. Thanks
