Maryland PHIFA Law Violations

 Is it a violation of PHIFA to buy a house subject to an existing mortgage that is about to be sold at foreclosure auction? The purhaser would make The defaulted note current plus give cash to the seller, and give the seller portions of the proceeds when it is later resold. I am aware of the due on sale clause and any potential consequences. I am more worried about PHIFA however. Any thoughts would e apppreciated.
