Tax Delinquent Properties Vs. Pre-Foreclosure Properties

I've gone through other threads on this forum about the legal ramifications of dealing with pre-foreclosures in MD without the proper certifications, and I was curious about MD regulations for marketing. Do these laws only apply to owner occupied pre-foreclosures, or would they also apply to NON owner occupied preforeclosure SFH, Multifamily, commercial, mixed use, vacant land, etc? I plan to speak with an attorney before I do any marketing but I would appreciate any guidance from MD investors on marketing in the state (mainly looking into direct mail and cold calling) while being completely compliant with local and federal laws.

I have heard of other investors (not in MD) having success with marketing to tax delinquent lists. This may be a dumb question but is a tax delinquent property the same as a pre-foreclosure property? Also, are there specific categories of sellers/lists to avoid in MD specifically, or throughout the country in order to abide by all regulations?
