Evection moratorium extended COVID relief unfair

I have a tenant that has not paid since august 2020 and I can’t evict them. I’m working with an attorney but there hands are tied. Now it has been extended until July 2021.  This can’t be right. What can I do? I read that if I as the landlord don’t comply I could be fined $500,000 and jail time from the CDC.  Why. What am I to do?  

Can we start a class action suit? Can we protect or property and income? Is this America?

My tenants don’t apply for Assitant so I can’t get paid that way, they don’t care.  It’s like they think it’s funny.
