TIGER grant rental property implications

I'm an out of state investor looking to acquire properties in Frankfort, KY. My property manager mentioned the TIGER grant and how it may have implications for improving properties around the 2nd street corridor. I can't seem to find any official documents stating this is the case, but I want to do some due diligence prior to acquiring a property.
