How to get a house in today’s market using an FHA loan ?

I am trying to house hack a 3-4 family in CT using an FHA loan. I have been bidding 20-30k over ask on over 5 houses and with multiple offers the sellers never take the offer even when it's the highest bid. Are there any other mortgage vehicles that I would not have to put 20 percent down or that would use rent to qualify me for more money . How could I get my bid accepted without going 50 k over ask ?
