What are Land Banks and are they legal in Maryland

Hi everyone! My husband and I are SLOWLY getting into real estate investment. We in the saving money phase. I heard about something called “Land Banks” and was wondering if someone would please explain this method of purchasing homes. Is it legal? If so, where should we begin to look for these “land banks”? Thank you for your time.
