Subdividing with neighbor

My duplex is on a half acre lot. Zoning laws allow duplexes to be built off the main street. Neighbor has same lot size wanting to work together. We want to maximize both lots. I have cash but I don't think he does. Any suggestions for me on the steps I should take? I have talked to the city and we are a green light to build on our lots. Thanks
