The US Systems can't figure out how to keep tabs on American banks and their financial health... how the heck are they going to monitor a foreign one... especially one in as corrupt a country as China?
I believe it's a terrible move politically. The US has always had a playing card with China... piss us off too much and we'll simply default on all those US Government owned bonds you bought. If we let them (China) start to integrate into the day to day lives of Americans beyond simply supplying us our McDonalds toys, we're losing leverage. If we extrapolate this forward, we piss off China, suddenly there's backlash in the financial markets...
