Jobsite Wifi on a budget

We are considering having portable security camera's on our job sites.  The cameras are great and affordable, but we are running into issues with the wifi.  The cost for wifi is very front loaded in the form of set up costs.  We will need to move all the equipment from property to property every few months, and obviously don't want to pay the set up costs every time.  

Is there a simple solution that I'm missing here?
