Buying mobile home with title loan on it.

I am trying to find out if it is legal in Tennessee to sell a mobile home that the owners have taken a title loan out on. My friend was buying a mobile home on land contract.  When she asked about the title she was told it was packed in a box because the owners were moving and hadn't  found it yet.  The truth is the title loan company has it because they used it as collateral to get a title loan.  This is a brand new trailer.  A week ago,  the trailer burned down to the ground.  Luckily,  my friend wasn't in it but 4 dogs were killed. The police are investigating the fire for possible arson. What is the legal recourse when this happens?  My 3 questions are is it legal to sell a mobile home when you have a title loan on it?  Who has responsibility when a trailer burns down when you are on land contract?  What if it is arson,  who is responsible,  tenant or owner?
