Purchasing Land from Town/City (not for sale)

Has anyone ever purchased a piece of land from your city/township? What has been your experience? Who should we go see at the town/city for this type of inquiry?

The reason behind this question: Our township owns the 20 acres that is behind my In-Law House. We were interested to see if they would be willing to sell, but not sure how to move forward. 

Any help/advice or experiences would be greatly appreciated!
