Should this couple be charged?
If you consider it a crime, how do you prevent them from benefitting financially from that crime?

It seems like they were open about who they were, security let them in and no one kicked them out or told them to leave. They were also checked for weapons and no weapons were found. They were citizens on Federal property. I don't see what charge they could find that will stick. We're a rule of law country - not rule of man. People can't go to jail for embarrassing a bureaucracy if that bureaucracy failed.
