Forum HELP! How Do You Tag People?

I'm completely knew to BP.  When I'm in forums I see people replying to one another's questions by tagging them in their response. I'd like to do the same, but I'm clueless.

I'm sure it's simple- but I haven't quite figured it out. Can anyone help?
