Can an HOA just take money out of your account for a violation

I really need help with my HOA. I cant find any information in the book they gave me. They gave me fines with not even one warning even though it says in our HOA handbook the first time is a warning. They sent me an email not even any written sent me to me documentation and didn't even let me do a hearing. Not even a call to get my side of the story. The email stated they already took the money out of my account. THey are charing me over 400 dollars. I feel like they are harassing me and i don't know where to go or who to turn to. I need help please!!!!!
