trees blocking the sunlight

Was it on one of these fora that there was a thread about trees being cut from one yard to allow the sunlight to strike the solar panels in another yard? what was the thread?
What part of the law should I look to to find the legality of cutting trees in my state?
A friend just had her neighbor reach across the fence and lop the trees. She of course wants that stopped, and the neighbor says no-I'll keep cutting...
Where do I find the statute?
