Zoning?

So this question is more for my parents current situation.  They live in Hillsborough County, FL.  They are zoned agriculture.  I have called and asked what can be done on agriculture land and researched a little.  A neighbor did the same and came up with different answers.  

My question is HOW DO WE FIND THE TRUTH??
