Service trying to sell me DECLARATION of HOMESTEAD-what does it mean?

I just completed refinancing my home with a institutional lender. (Quicken Loans).

I received by mail a solicitation from a company called "Title Recording Service" offering to sell me a "Declaration of Homestead" for $54 to "shield equity in my home". I recognize this as a commercial service with no affiliation to any federal, state, or local entities.
Has anyone heard of any refinance homeowner being so solicited and is this just an attempt to "sell" me documents which I would otherwise receive from the LA County Recorder in 6-8 weeks?

Thank you for reading and I appreciate any knowledge anyone might have on the matter.
