how does the fed rate effect mortgages?

So in light of the Fed's decision on Tuesday, I am curious to how this effects the average home buyer. I know that it doesn't guarantee a drop in mortgage rates, but I don't really understand the math behind it or how one effects the other.

bottom line... I'm watching it like a hawk because if there is an opportunity to refi, I will.... LOL
