Can tenant make a complaint to DRE

I signed a CAR lease with a broker who represented the landlord when I moved in to a house. The RE broker is the son in law of the landlord.  After the lease period,  I moved out and cleaned the house to the same condition when I moved in. It’s been 30 days and the landlord hasn’t returned any of my $4500 security deposit and hasn’t given me any accounting even though I texted both the landlord and the broker it’s been 21 days after I moved out.  The landlord said the house was clean and it look good but there was flooding days after I moved out after the landlord turned the utilities back on. I  intend to sue the landlord in small claims court. I have no control over what happens to the house after I moved out. My question is can I make a complaint to the DRE about the broker? I informed the broker that the landlord hasn’t returned my deposit and the broker has been silent on this. Thank you.
