So I spent probably about $7500 in cosmetic work and repairs on my rental, and my PM did a final inspection today and she said my house is not ready for rent due to the following reasons: 

1) Backyard needs grass seed
2) Sidewalk needs several repairs
3) All windows need screens

I don’t know the rental laws for Indiana, but I feel like these reasons are not a necessity. 

Am I wrong here or is the PM doing too much? Also, any other PMs in Indiana want to reach out to me so we can connect as well?

@Vu Truong Your backyard does not NEED grass seed but may help secure a better tenant who will pay higher rent. The property will also be easier to market. Same goes for the windows having screens. Not sure if Indiana has particular tenant laws about windows needing screens for safety reasons, but it is very possible because no screens is a definite safety issue.

For the sidewalk issue, are you talking about a sidewalk up to your house or the actual sidewalk by the road? If it is the sidewalk to your house, that could be a safety issue for sure, but again, you don't to 100% need to fix that by any law I am aware of. It seems like your PM is trying to have your property ready to house a good quality tenant and the items they are pointing out are things that will attract the best tenant for you/them. If you look into other PMs, be upfront about the items you mentioned to make sure it's not a problem for them before they market your property (if you do not fix the issues).
