Out of state investment

I live in the DMV area where the market is very competitive, so if I have an interest to invest in other states, my questions to the forum is that:

1. where is a good market to start for a newbie?

2. What do I need to do to start the process of investment out of state?

2. Can I leave it to the property manager to the take care of what needs to be done in regards to the property?
