How To find homeowners in Southern Indiana

I am just getting started and would like to do a wholesale or flip in/near the Jeffersonville, IN area. I can't seem to find the owner of the vacant properties. Where should I be looking? I've even had several Realtors that have come back and said a Property isn't for sale and then some time later I will see an auction sign in the yard. How do you find houses to flip or wholesale here? I am used to working with Kentucky properties it's easy to find the owners. Help! I don't know what to do.

Have you tried the PVA website for the county you're interested in?  I'm unfamiliar with the Jeffersonville, IN area, but in Lexington, KY (Fayette Co) the owner is typically listed on that website (under the most recent transaction / sale).
