Lake County Illinois HUD property inquiry

Hi everyone, Lake County, Illinois focused question: If a property is going to be placed under HUD and is currently on hold due to moratoriums on foreclosures until the end of the year, is there any way we can intercept and make an offer on the property before it goes on the HUD website? Would love to talk to someone who has experience in this. Thanks in advance.
