Obtaining zoning permits

I found a property in Atlanta, GA that has two structures: a 3/2 main building and a 2/1 suite.  The problem is we can't prove that a permit was ever authorized for the 2nd unit.  Has anyone had experience dealing with this, especially in Atlanta?  What are the risks to buying the property without the permit?
