In what areas are investors starting to develop, such as C class neighborhoods in Jacksonville? 

Where are you starting to see gentrification? 

Also where are you seeing a good housing stock of small multi-family priced relatively low? 

Is it possible to find housing for under 40K a door?

I've been living in the area for about a year and a half now for work and am actively looking to begin investing in real estate here as well.

I'd say just from getting to know Jacksonville and the market there's a few areas that are being gentrified and growing that could match your goal:

1) Springfield historic district/Urban core north of downtown

2) Riverside: it's already well on it's way and the demand for housing has gone up dramatically so it's not as well priced anymore
