Critical research yet basic knowledge I'm sure

I found a property that has potential. Its a complete renovation. The property has been deemed unsafe by the city but I haven't been able to find out why.. The problems that I am experiencing is that 1 I wasn't able to find that information in any county records that I searched, and my second concern is that I am not finding any documentation on any liens or penalties that may come up at the time of the purchase. 
I'm sure that this is all a lack of knowledge and this is why i'm reaching out for help. Ive searched every county link that I can find, opened every & any link that comes up once I do a search regarding the address and liens and or penalties.

I'm a complete newbie/rookie to BP and the real estate investing world. Like many of you I've reached my tipping point and there is no looking back for me now.
