What are your favorite sources for lists ? VA or buy lists ?

Two part question...

1) do you think it's better to have a VA put lists together pulling from county records or does it make more sense to purchase lists and/or join to lists providers? (for the ones the can be pulled from county records)

2)Please lists your favorite lists providers like prop stream, rebogateway, etc..
