Buying properties with liens due to code violations

Hi Everyone,

I'd appreciate any insight you have based on your experience. I found a property that has code violations. The owner had a disgruntled tenant who called the city and reported various violations. The owner says they were not aware of any violations, even when they purchased the property years ago.

Can you still buy a property with code violations? Can violation fees be negotiated?  Any tips on how to best proceed?
