Managing oil for heating for a rental property

Hi,

I recently purchased a new property which has, unfortunately, oil for heat. I have to refill the pump and planning to fill it up and give it to a tenant. Is there a way to purchase Oil cheaply for my rental home and how do you guys manage oil heat with your tenants? Do you get your tenants to pay for it?
