How to request state payment to landlords with non-paying tenant?

Lamont, when he announced the extension of moratorium on evictions, announced that there would be money to pay landlords whose tenants are not paying.  Does anyone know how one can apply for this?  (asking for a friend - I've been very lucky that mine are paying).
