Tax Liens in Conneticut state

i am interested in the tax liens properties.. I'm from conneticut and I am new to all of this and wanted to know how would I go about getting my Tax lien certificate or buy tax liens....??? Where can they be purchased and how can I find out which houses have liens on them?? Does Connecticut has fixed rates of interest ? Do you know the auction company in Fairfiled county, New Haven county and Hartford county?

I heard some states are better than others. Which states are better in the east coast?
