New London County CT - Good area to find a great deal?

I'm wondering if anyone is actively investing in New London county CT?  At first glance there are a number of sub $100k properties for which the numbers seem to work, but at the same time I find myself questioning why owners are selling so many in that area.  Do they know something I don't? Is it just my timing, in other words did they buy lower at some point and they're just reaping the profits?

I saw one house on Zillow, (2 units, Class C neighborhood) in New London proper that was purchased in early 2016 and is now back on the market for about the same price.   Are investors fleeing this area?

If you have any insight on the New London market I'd really appreciate it before I spend a whole bunch of time researching properties there.
