Build to Rent In Minnesota (Twin Cities Metro)

Looking for some direction.... How do I decide where to "build to Rent". i have a few rentals and have analyzed the numbers and it appears my roi is to build to rent. Anyone in the Twin Cities area that could point me in the right direction. I Have built new homes and duplexes in the past and would like to get going again.
