New Construction Rental property investment?

Hi,
I'll be moving to Richmond in couple of months. New to Investing so i don't really have experience or time to start off with a fixer-upper and renovate it. So thinking to buy a New construction with 3-5% down live there for a year and rent it out. Is it possible to find something new construction the satisfy the 1% rule? Need suggestions for neighborhoods as well A, B areas because my budget is under 300k. Suggestions much appreciated :)
Also not sure if i should look for Condos/SF.
