Home Down Payment Assistance in California (FHA)

Hello All Real Estate Investors/Agents,

What are your thoughts on Home Down Payment Assistance in Los Angeles for a first time home buyer. I am doing research on purchasing a duplex to begin my real estate portfolio. However, is it worth getting a "2nd mortgage/loan" or is it best to continue saving until I have the 3.5% and Closing Cost. 

Any suggestions or tips will be highly appreciated.
