Inherited A House and Looking to start REI

My wifes grandmother past away last year and left her house, car, and a decent amount of money to us. I want to fix her house up and start renting it out. Then buy some other properties and rent them out as well. I have been researching for the past 6 months on different options. I have bids to fix the house from a few different people. Its going to come out to roughly $20k, which I have the cash for. I have many questions but the most pressing is, do I need some sort of license to rent out properties in Nebraska? Anybody know? Another question would be, if I don't have a job, but have $200k in cash and a house bringing in $1500 a month, can I get approved for other rental property loans?
