Tenants not paying rent, taking advantage of pandemic situation

It's been more than 4 months rent payment pending and the tenant looks like taking advantage of the situation and will not make any payment until the moratorium ends. Even when I gave them the option to make the payment in installments but he denies to make any payments. I am pulling out my other savings and investments to make my mortgage payments and for other expenses. I need your suggestion in dealing with this matter.

Question:

1. How can I get my payments, any options.

2. I am not sure if my tenants are loyal on unemployment. Is there a legal way to check this?

2. Current lease ends in Nov and i am hoping I will terminate the lease but how do i recover pending payments. What options do I have?
