Jacksonville - TD vs QC vs WD

Hey, can some one explain me what does its means that The seller bought the house in TD - Tax Deed and want to sale the property in QC.

Tile company told me that the seller need to do a Quite title action or to issue a certificate of Tax deed so he can transfer insurable property. the seller wants me to do that. 

I am still confused with all this information, can anyone give an explanation of the process and what is best to do.
