Help needed figuring out the next almost right move please?

Hi Team, 

I hope all are healthy both mentally and physically. I own two investment properties in Washington, D.C. One condo and one single family row house. I want to take this moment that we are in to refocus my energy to become more aggressive with my real estate investing. I need help figuring out how to best take the next step. I am reaching out to the Big Pockets Community humbly and full transparency for your knowledge, experience and support.

Here are my vitals: the two properties are in my name, the condo is worth over $350K, the row house is worth over $250 both conservatively, they have at least $150K in equity and both are cash flowing very modestly and I have a fico score over 620.

I am cashed strapped, had a low credit score, didn't have the knowledge and didn't make the time to move forward. Not excuses, just being transparent as I hope that my transparency will show my gratitude and sincerity to this community that I am a new comer.   

My goal is to refi with cash out of the row house to make improvements to the property and to start wholesaling for cash flow to then move to purchase notes and/or multi-families to diversify my risk. My end goal is to replace my income and to become financially free to spend more time with my young child and provide her a business to work in, learn and then own when she gets older for her own independence. 

My questions may seem simple but I fully understand its complexity: what is the best way to make this happen, what direction do you recommend for the refi cash out, what strategy to utilize to help guide me on this journey of educating myself and building confidence through working in notes and multifamily acquisition and ownership?
