Is it worth to invest in madison, AL?

Is it worth investing in 160-170ish house in madison, AL? I am newbie in AL investment and i always follow8-9% ROI approach / buy and hold. I look for 1% rule and B, C+ area.

For madison, it is great opportunity if you find any property for 160ish K, the rents are barely 1300ish and doesn't meet 1 % rule.  The rents are really less in HSV and do understand that taxes are low too. 

i may get ROI for 4-5% after all overheads/repair buffers

Do you think madison houses will appreciate? I m referring to houses located in The Grove At Savannah.

I am not sure if it is worth buying 160K ish house for investment purposes and that doesn't meet 1% rule. this house may appreciate so there is no good ROI. thoughts? any guidance will be helpful.
