Shadow Bank Inventory

So Ive come upon a property that has been sitting vacant for years. It should have been foreclosed on, but the bank (Wells Fargo) has not taken ownership of it? There was a large loan on it still in 2015 when the deed was transferred to the wife. I was able to talk with the father who co-signed on the loan originally. He said they had a real estate agent renting it out, but thought the rent was going to loan, but then bank said they were behind 8,000 and they had no money to reinstate it, so they let it go. They said they tried a short sale 2 times, but were rejected. The property is still in the daughters name. My question is if this has become like shadow inventory, how can you aquire the property.??
