Distressed Properties Offer

Hi all. I am still pretty new to RE investing. The small city that I grew up in, East Point, GA, is right outside of Atlanta and is considered an ‘up and coming’ area. I’ve seen small changes happening in the city, but I’ve also noticed that there are a lot of distressed and abandoned properties. I’ve read a lot of the earlier post on BP about distressed properties so I have a pretty good understanding of where to start. I do have a few questions around the actual offer part of the process. How do you determine what amount to offer on a distressed/abandoned property.? Do you offer what the land is worth.? How do you come up with this amount.? Is this answer dependent on what I plan to do with the property.? Also, I’ve seen a few properties that are abandoned but property taxes are up to date. Does this mean the owners wont be interested in selling.?
